A new six-apartment development has been approved at an Art Deco building in Crewe, with the ground floor to be retained for retail use (Enabl).

A new six-apartment development has been approved at an Art Deco building in Crewe, with the ground floor to be retained for retail use.

Enabl's plans, submitted on behalf of Fura Properties Ltd, for 13 to 21 Mill Street, were approved by Cheshire East Council in July.

This residential development will see the partial conversion and change of use of an existing two-storey commercial building, with alterations to the roof.

Cornering Mill Street and Pedley Street, the building is made of sandstone-coloured glazed blocks along the north and west elevations, creating the art-deco corner facade.

Six apartments will be created, along with a shared open air courtyard and bin and cycle storage.

All six units, made up of one three-bed and five two-bed dwellings, will be accessed from the courtyard and four will have bedrooms with windows looking onto it.

Each apartment will comprise an open plan kitchen/living/dining room, bathroom and plant/storage space.

An associated access corridor and communal stairwell will be created at ground floor, currently used as back of house space, where the bins and bikes will be stored.

The access corridor and bin store will be accessed via Pedley Street. There will be enough space for a total of six bikes (accessed internally) and three 1100L bins.

Alterations are planned on the roof for a new shared open air courtyard (Enabl).

A Cheshire East case officer said: "The site is within the Settlement Zone Line of Crewe, where there is a presumption in favour of sustainable development.

"Subject to conditions, the proposal is considered to be neutral in terms of its impact upon design.

"The proposal would provide positive benefits such as the economic sustainability roles by providing employment in the locality during conversion works and social role by providing housing in a sustainable location.

"The proposal would provide satisfactory level of amenity for future occupiers. It would not result in any visual harm the street scene.

"The proposal would retain the existing retail use at ground floor.

The ground floor of 13 to 21 Mill Street is split into two units. The Kitchen Place is still operational, with Cut Price Wallpaper closing down last September (Ryan Parker).

"Therefore, the proposal complies with the development plan as a whole and constitutes sustainable development and should therefore be approved."
