Plans have been submitted to convert a five-bedroom HMO with 'no garden facilities' into a new children's home - housing up to three occupants.

The application for Beech Drive, Wistaston, on the corner with Wistaston Green Road - was submitted by Amelia Care Ltd on Friday 20 January.

This registered children's home would have a ground floor, first floor and second floor - replicating as closely as possible to a "normal family environment."

The Beech Drive property is currently a five-bedroom HMO (Google).

The home would aim to help children who have had difficulties in their lives - through no fault of their own.

It would cater to a maximum of three children - aged from eight to 18 years.

They would be looked after by three carers sleeping overnight - working on a rota basis. 

As of Friday (January 27), the Crewe planning application received seven representations from local residents - with six negative.

A resident of Wistaston Green Road, objected to the proposals, saying: "The planning support statement suggests the intention is to provide a typical family environment for children eight to 18 years-old.

"This is clearly not going to be achievable at this property.

"Age depending, a child (8-11), in a new, strange area, with no friends or family, will be confined to the house - given there are no garden facilities whatsoever.

"On a hot summers day a child (in these circumstances) cannot realistically be expected to stay indoors.

"They must be kept under supervision in a garden where they can play, rest/sunbath, have potential "new friends" visit and enjoy the occasional bbq.

"At this age and circumstance they can't be allowed to roam freely.

"Having occupants that require 24-hour supervision in the home is far from reassuring for anyone let alone the elderly."

If approved, during the day it is expected the children would engage in various activities and attend a mainstream school.

The home would cater to a maximum of three children - aged from 8 to 18 years (Cheshire East Planning).

In some cases, the child may receive some home-schooling but only while they settle in. 

A resident of Elm Drive also objected to the proposals - believing the area was not suitable.

They said: "This property is located at a very busy junction, which would create parking problems for the private residents and there families.

"It will have a big impact on the noise level day and night to the area, as the properties are all semi-detached family homes - with families all enjoying time in their private gardens.

"This will not be the same if planning is granted, there are also some older residents living in the bungalows nearby.

"My worry is this will have a negative effect on our properties and may devalue them if we should decide to put our properties on the market."

The children would be looked after by three carers sleeping overnight - working on a rota basis (Google).

Amelia Care Ltd has confirmed the proposed home is aimed at providing a stable home environment for the occupants.

There would no more than three carers in the premises at any one time.

The last date for submitting comments is Friday 10 February with a target decision date of Friday 17 March.
