Plans for HMO at former Crewe garage site recommended for refusal

Plans to bulldoze a former garage on a residential Crewe street and replace it with a house of multiple occupation (HMO), have been recommended for refusal.

Sean Stockton has applied to Cheshire East Council to demolish the two-storey flat-roofed garage on Minshull New Road and build a two-and-a-half-storey seven-bedroom HMO.

The application has been called-in by Crewe St Barnabas councillor, James Pratt (Conservative), so it will be considered by the southern planning committee next week instead of being decided by an officer under delegated authority.

In his call-in, Cllr Pratt listed a number of concerns including overcrowding of the site, inadequate parking, local amenity issues, noise and disturbance.

Crewe Town Council has also objected as have seven local residents.

Cheshire East's planners say the application submission suggests the building would be used for short term lettings, like Airbnb.

They say the existing building is not worthy of retention and it is considered residential development is acceptable in principle, but then add there are a number of reasons why the scheme should be refused.

The planning officer's report to next week's meeting, states: "The development is considered to be unacceptable in terms of design, amenity and highway safety.

"The proposal would create an unacceptable form of residential development which would have sub-standard levels of accommodation and a lack of private or communal amenity space."

The Minshull New Road HMO application will be considered by councillors at Crewe Municipal Buildings on Wednesday 29 November at 10am (Ryan Parker).

It says the replacement building is not a design which would be in keeping with the surrounding area or street-scene and would require amendments to reduce the overall mass to create a less overcrowded development.

And it adds: "There is insufficient parking provision proposed to accommodate the seven bedrooms within the site and, in an area of limited on-street parking, the development would have an adverse impact on highway safety."

The application will be considered by councillors at the next meeting of the southern planning committee, taking place at Crewe Municipal Buildings on Wednesday 29 November at 10am.
