Retail park store objects to Canadian chain's Crewe drive-thru proposals

A Crewe retail park store has objected to Tim Horton's proposals to build a drive-thru restaurant next door - believing it will have a "severe impact" on highway safety.

On Thursday 8 June, TJX Europe, on behalf of TK Maxx, objected to Tim Horton's drive-thru restaurant plans for Grand Junction Retail Park.

In April, Tim Hortons applied to convert the former Frankie and Benny's eatery into a coffee shop/restaurant selling food and drink for consumption on and off the premises.

TK Maxx raised concerns how the Tim Hortons development would impact its servicing arrangements (Ryan Parker).

It also applied for the construction of a drive-thru lane and associated alterations to the building and elevations, car parking and servicing. 

This application is yet to be decided, with TK Maxx now raising a number of issues surrounding the development.

TK Maxx pointed out there have been instances where vehicles have been required to wait unto 45 minutes to leave the retail park.

The retailer also raised concerns how the Tim Hortons development would impact its servicing arrangements - severely impacting highway safety, efficiency and capacity.

A statement read: "The existing car park experiences regular and severe congestion issues.

"Traffic marshals are already required and the proposed development has the potential to significantly worsen this existing situation.

In April, Tim Hortons applied to convert the former Frankie and Benny's eatery into a coffee shop/restaurant selling food and drink for consumption on and off the premises (Cheshire East Planning).

"Even if the development is viewed in the context of a Tim Hortons premises only, it has the potential to adversely impact the operation of the car park."

Tim Hortons sells hot and cold beverages and bakery items - including a large variety of doughnuts.

As of April 2023, Tim Hortons has 77 units across all four countries of the UK - with more opening soon.

The chain's current focus is to expand its drive-thru model across the UK - including at Crewe's Grand Junction Retail Park site.

The TK Maxx objection added: "The development has the potential to adversely impact the existing servicing arrangements of existing occupiers.

"It has also not been demonstrated that the proposed servicing area is functional, noting that it will operate on a shared basis.

Tim Hortons plans to open its Grand Junction Retail Park restaurant and drive-thru from 7am to 12am, seven days per week (Ryan Parker).

"The justification utilised to evidence that the Tim Hortons drive-thru would be sufficient is based on data which is specific to Tin Hortons as the proposed occupier.

"There would be no restriction limiting occupation of the premises.

"It is concluded that the proposed development has the potential to have a severe impact on highway safety, efficiency and capacity.

"Ultimately, TJX Europe are concerned that, if approved, the proposed development could inhibit the overall operation of the retail park as a whole by way of its severe highways impact."

Tim Hortons plans to open its Grand Junction Retail Park restaurant and drive-thru from 7am to 12am, seven days per week.

It also plans to install a new pedestrian crossing at the site as well as six cycle spaces and bin storage.

TK Maxx believe the proposed Tim Hortons development has the potential to have a severe impact on highway safety, efficiency and capacity (Ryan Parker).

Currently, the nearest Tim Hortons to Crewe is located on Chester Retail Park - 25 miles away.

A planning decision was targeted for May 30 and is expected to be decided soon.
