Previously refused scheme to convert two Crewe flats into HMO recommended for approval

A property company is again seeking permission to convert two Crewe flats into a six-bed house in multiple occupation (HMO), after its previous application was refused earlier in 2025.
MPA Property Investments Ltd wants to convert the end-of-terrace building at 523 West Street into an HMO.
The application has been referred to Cheshire East's southern planning committee by Crewe St Barnabas councillor, James Pratt (Conservative), who said: "It appears nothing has fundamentally changed in the proposals to address the reasons for the previous refusal at the committee."
Councillors refused a previous application in July raising concerns over the lack of information about the second-floor bedroom regarding ceiling height, the irregular shape/layout of the room and the lack of a window.

They also said it would not provide an adequate level of amenity for the future occupiers.
The council's planning officers, who had recommended the application be approved last time, have again proposed it for approval.
Cllr Pratt says he still 'strongly objects'.
In his letter to the planners, he said: "The proposals still constitute over-development of the site, demonstrating a lack of sustainability.
"Internal amenity space is inadequate. In particular, the second-floor bedroom has such low head height that a tenant would be unable to stand upright in approximately half of the room."
He also said there is insufficient external amenity space for potential residents and that the lack of off-street parking would adversely impact existing residents.
The planning officer's report says revisions made since the previous application include a drawing confirming the ceiling height of the second-floor bedroom exceeds 2.13m across more than 50 per cent of the usable floor space.

It says two roof lights have been added in the attic room and the rear yard has been reconfigured to provide a covered, secure six-space cycle store, a screened bin storage area, and dedicated clothes drying space.
The report says the proposed development is compliant with adopted planning policy and 'offers acceptable living conditions for future occupiers'.
It adds: "Issues around parking, waste, and environmental health can be addressed through appropriate conditions."
The southern planning committee meeting takes place at 10am on Wednesday 3 December at Delamere House in Crewe.
