54 affordable homes in open countryside near Crewe recommended for approval

Plans for 54 affordable homes in the open countryside at Winterley near Crewe, have been recommended for approval.

More than 150 people, together with Haslington Parish Council, have objected to the proposal from Breck Homes to build the dwellings on land to the rear of 481 Crewe Road.

That property would be demolished to provide site access.

Cheshire East's planning officers say the proposal 'conflicts with the development plan as a whole'.

But the council doesn't have a five-year supply of housing, which weighs in favour of the development.

The planning officer's report to next week's meeting of the southern planning committee, states: "The applicant is proposing that all 54 properties be social or affordable dwellings which meets the local need in this instance."

The homes would be managed by the registered provider, Weaver Vale Housing Trust.

The proposal is for six one-bed properties, 23 two-bed, 21 three-bed, and four four-bedroom houses.

Haslington Parish Council says Winterley has already received its quota of new housing.

It also says there is no evidence of local housing need, the location is unsustainable and there is a lack of facilities.

Concerns raised by the 154 people who objected include highways safety, loss of agricultural land and change from rural character.

The planning officer's report states: "The proposed development would result in residential development located beyond the Winterley infill village boundary line and would conflict with policy …

"This would also result in a change to the rural character of the site and a loss of agricultural land contrary to policy."

It continues: "The proposal is considered to be sustainably located, but despite this the proposal conflicts with the development plan as a whole.

"However, the council is unable to demonstrate a five-year supply of housing."

The officer's report says the development of 54 affordable homes would make a contribution towards meeting the council's housing need.

It adds: "Small and medium sized sites can make an important contribution and be built out very quickly.

"There would also be economic benefits through the construction and occupation of the proposed development.

"Social benefits would also be provided in terms of the proposed affordable housing provision."

The application is recommended for approval subject to the completion of a S106 agreement which includes financial contributions towards the NHS, education and sport.

The southern planning committee meeting takes place at 10am on Wednesday 3 December at Delamere House in Crewe.

I agree completely with Chipper about building up and gardens. But we have a couple of problems. The building up principle to save land was how the wasteful open, surface level car parks in Crewe were used for real buildings and replaced by a multi storey that uses much less land. And look how much abuse that has received. And not everyone wants a garden (in fact not everyone has a garden) is how the seperate charge for garden waste bins can be justified - and that's a whole new level of abuse!

Cornes clearly has no idea of how the Planning LAWS work. Some time ago there was an application to build a lot of new homes between the main road at Winterley and the bypass and locals objected. "People's views" were considered (not ignored) and then ruled out because most of them will not have been about things the LAW considers. Then those houses were built and new people moved in. Now the new people will be using the same excuses to object to more new houses next to them, without considering the irony that if those objections were valid they wouldn't actually be living there themselves! Some people can afford property prices, especially when developers advertise homes as being within commuting distance of Manchester and the Potteries - and anything east of Crewe Green roundabout is very convenient for the M6. The houses at Cross Keys were actually advertised on the developers website as convenient for commuting to Chester and Telford!!! The LAW needs changing so that a LOCAL demand for the new homes is required, but MPs from places which are already bursting won't vote for that. And something else to keep you awake at night. Homes targeting the newly retired are a ticking financial bomb for local council tax payers. These people move here all happy and healthy but many decline and eventually need social care, and eventually many run out of cash so the local council ends up paying - despite them only paying council tax here for a few years. CEC can't go the council where they paid for years and ask for the money - that's another LAW that needs changing, but again MPs for areas which the older residents are leaving won't vote for it.

People can't afford today's property prices let alone building more houses.
You might ask yourself why are there foxes and badgers in my garden,
Well the answer is your building on there habitat.
I'm disappointed to hear that peoples views were not taken into consideration, don't forget that people's views come to light when elections take place.
I support the right not to build without a full and honest reason why they should.
