104 'affordable' home scheme in Crewe recommended for approval

Plans for a 104-home 'affordable' housing scheme in Crewe have been recommended for approval - near land already granted for 129 homes.
Breck Homes has applied to Cheshire East for permission to build the homes on land east of Broughton Road and north of Bidvale Way.
The land is allocated for residential development in the local plan and permission has already been granted for 129 homes in the northern part of the site.
In a report due to go before next week's meeting of the strategic planning board, the council's planning officer states: "This development of 104 units will result in an overall total of 233 dwellings within the allocated site.
"Whilst this exceeds 'the delivery of up to 175 new homes' [for the total site as set out in local plan] this is not a reasonable basis on which to withhold approval, as the amended proposals demonstrate the site can satisfactorily accommodate the proposed development and also significantly delivers a greater proportion of affordable homes within the allocated site."
The development will comprise a mix of one, two, three and four-bed homes, including apartments, maisonettes, semi-detached and terraced dwellings.
As well as the homes, the proposal includes access from Broughton Road and site drainage arrangements, incorporating a pumping station.
Public open space including a local equipped area for play is also planned.
This is alongside ecological habitat and landscaping.
The planning officer states in the report: "A significant benefit of the scheme includes the provision of 100 per cent affordable housing in a sustainable location which would go towards meeting an identified local need.
"The proposal would also provide economic benefits, including additional trade for local shops and businesses, jobs in construction and economic benefits to the construction industry supply chain."
Crewe Town Council has objected to the scheme and raised a number of concerns.
It says the application does not provide for any sustainable energy generation but the roofs of the houses would be suitable for PV panels for solar power generation.
Other concerns include the play area is not adequate for the development and the scheme does not demonstrate biodiversity net gain.
Objections have also been received from four local residents.
These objections include fears the increased volume of traffic on Broughton Road will be detrimental to safety; claims there are too many new homes around the area which has resulted in a huge loss of green space in an already very built-up area; flooding fears and the impact on the local infrastructure, as schools and health care facilities are already overstretched.
The application, which has been recommended for approval, is due to be discussed at Macclesfield Town Hall on Wednesday (October 26), at 10am.
