Plans to convert two Crewe flats into six-bed HMO recommended for approval despite objections

Plans to convert two flats into a six-bed house in multiple occupation (HMO) have been recommended for approval despite objections from a councillor, Crewe Town Council and neighbours.
The application, for the two-and-half-storey end-of-terrace property on West Street, has been referred to Wednesday's meeting of the southern planning committee, at the request of Crewe St Barnabas councillor James Pratt (Conservative).
Among his concerns are lack of parking, overdevelopment and lack of amenity.
In his call-in letter, Cllr Pratt said: "The proposal includes only one off-street parking space for what could be up to six occupants.

"There is no on-street parking available outside the property on West Street due to double yellow line restrictions."
He said the area already suffers from high levels of waste management issues and frequent flytipping and HMOs often contribute to this.
Applicant MPA Property Investments Ltd says the proposal for 523 West Street does not involve any external alterations, other than the removal of a door and window to the side elevation.
The internal reconfiguration would provide six en suite bedrooms across three floors, with a shared kitchen.
One off-street parking space is retained, with refuse storage and a covered cycle shelter for six bicycles.
Crewe Town Council has objected on several grounds including lack of internal amenity space for the proposed high-density accommodation and lack of external amenity for potential residents.
Eight residents have also objected.
One letter has been sent in support of the application saying 523 West Street is a large property which can easily accommodate six people.

Cheshire East's planning officer has recommended the application be approved.
In the report to tomorrow's meeting the officer states: "The scheme would not result in over-concentration of HMOs and offers acceptable living conditions for future occupiers.
"Issues around parking, waste, and environmental health can be addressed through appropriate conditions.
"The proposal contributes to housing choice and affordability in a sustainable location."
The planning meeting takes place at 10.30am Wednesday 30 July at Crewe Municipal Buildings.
