Controversial plans to convert Crewe house into 13-bed HMO
By Ryan Parker 28th Apr 2026
Controversial proposals have been put forward to convert a Crewe East house into a 13-bed House in Multiple Occupation (HMO).
Applicant, Paul Henning, of Zeta property Ltd, has submitted plans for a change of use and extensions at 37 Sydney Road, to form the new HMO.
The plans for 13 individual bedrooms, include three parking spaces, bin storage areas and dedicated cycle parking.
Work has already started at the former family dwelling, with local residents raising concerns to Nub News.
A planning statement says: "Internal reconfiguration across the ground and upper floors will create a well-organised HMO layout with clear circulation routes and dedicated communal areas.
"Plans are for the formation of 13 bedrooms distributed across the building, each providing adequate internal floor area and appropriate outlook, in accordance with HMO space standards.
"The provision of shared communal facilities, including a generously sized kitchen/dining area and a separate lounge at ground floor level, are proposed, designed to comfortably serve the number of occupants with access to the rear garden.

"The provision of bathrooms and shower rooms located throughout the property ensure convenient access for residents and to avoid over-concentration of facilities in any one area.
"The retention of a functional entrance hall and internal hallways support safe and efficient movement within the building.
"Minor extensions and alterations to the existing building envelope are designed to remain subordinate to the host property in scale and appearance.
"External works are limited to those necessary to support the proposed use, including bin storage areas, dedicated cycle parking and parking for up to three vehicles within the site."
Crewe East councillor, Hadel Faddes (Labour), has confirmed she will be calling in the HMO application to be heard by Cheshire East's Southern Planning Committee.
Cllr Faddes told Nub News: "I am very alarmed at this proposal and will be calling the application in to be heard by committee.
"There are many issues such as parking, amenities and access which should be considered.
"I will be including all of my objections on the planning portal next week and urge concerned residents to do the same, many of whom have already contacted me with their worries."
The last date for submitting comments is Thursday 14 May, with a target decision date of Friday 12 June.
