Plans for new independent living development by Crewe railway line

Plans have been put forward for a new independent living development in Crewe East, located at a site previously refused for housing.
This March, applicant, Liberty Living Partnerships Ltd submitted full planning for a three-storey independent living development on land off Sydney Road.
The later living and affordable housing provider wants to construct 74 apartments for independent living, made up of 58 one-bedroom and 16 two-bedroom apartments.

Liberty Living Partnerships wants to create a vehicle and pedestrian access point from Sydney Road, along with a 45-space car park (five disabled spaces), landscaping and amenity space.
The proposed tenure would be 100 per cent affordable, with the occupation of homes restricted to those over 55 years of age. Cycle and bin storage would be provided.
Liberty Living Partnerships say a property manager would be on-site and be the main point of contact for residents ensuring their wellbeing at all times.
They also say should residents require personal care to maintain their independence this would be provided. 24/7 telecare support would be set up in each bedroom.
A design and access statement reads: "The siting of the building, at the lowest point on the site and with the largest section to the rear of the site, minimises the loss of privacy and overbearing and dominating effect of the new building.
"The siting of the building will not have an impact on loss of sunlight or daylight to the existing properties. The access road is existing and the traffic generation minimal.

"With the average resident in our scheme being aged over 75, a landscaped parking court has been provided with a lighting scheme designed to be considerate to existing residents with regard to pollution and the environment.
"Externally, all the dwellings will have access to the communal gardens which will have a grassed lawn and planting to provide a pleasant outlook for residents and to increase security.
"The paved areas at ground floor dwellings are in coloured precast concrete slabs.
"The entrance has been designed to create an attractive sense of place and a strong design identity has been established through the simple yet rich use of materials, colours and textures.
"The entrance areas and routes around the site, both for vehicles and pedestrians, will be well lit to create a secure and welcoming environment."
These plans come after Cheshire East Council refused proposals for 45 affordable homes on this greenfield site in August 2023.

Anwyl Homes had proposed three bungalows, 16 one-bed apartments, 14 two-bed dwellings, and 12 three-bedroom houses.
It was refused on the grounds the harm to the open countryside was not outweighed by the benefits of the development, given its "cramped form, layout and design."
The last date for submitting comments on the application is Wednesday 16 April, with a target decision date of Wednesday 4 June.
